| Answer No: 23 Walaikum as salam
To pray witr with one salam is proved by Saheeh Ahadith. And after first two rakaat of witr, Qaadah (sitting) is wajib(mandatory).
Hazraat Aisha (R.A) was asked that how was the Salaat(Tahajjud) of Prophet Mohammad (S.A.W) during the month of Ramadhan .Hazraat Aisha (R.A) asnwered that Prophet Mohammad (S,A.W) did not used to pray more than eleven rakaat of Tahajjud in all the months. First four rakaat used to be very beautiful and long, second four used to be very beautiful and long. Then he used to pray three rakaat of Witr...... (Ref: Saheeh Bukhari, vol 1, Page 154 .Saheed Muslim, vol 1, page 254. Nisai, vol 1, page 191).
Hazraat Abdullah ibn-e-Abbas (R.A) narrated that he slept in the house of his aunt(Hazraat Maimoonah (R.A) and Prophet Mohammad (S.A.W)................Prophet Mohammad (S.A.W) prayed six rakaat with three salam and then prayed three rakaat of witr. (Ref: Saheeh Muslim, vol 1, page 261).
Ibn-Abbas (R.A) said that Prophet Mohammad (S.A.W) first use to pray eight rakaat and then pray three rakaat of witr. then pray two rakkat sunnat of fajr. (Ref: Nisai, vol 1, page 192)
Ibn-abbas (R.A) and Hazrat Ali (R.A) said that Prophet Mohammad (S.A.W) used to pray three rakaat of witr. In first rakaat he used to recite suraat Alaa, in the second suraat Kafiroon and suraat Ikhlas in the third rakaat. (Ref: Tirmizi, vol 1, page 106)
Hazrat Ubai ibn-e-ka'ab (R.A) said that Prophet Mohammad (S.A.W) used to recite suraat Alaa in the first rakaat, suraat Kafiroon in th second rakaat and suraat Ikhlaas in the third rakaat and used to say salam (finish witr) in the third rakaat. (Ref: Nisai,vol 1, page 191)
Hazraat Aisha (R.A) said that Prophet Mohammad (S.A.W) did not use to say salam after two rakaat of witr(Ref: Musnad Ahmad, vol 6, page 156. Nisai, vol 1, page 191. Tar-e-Qutni, vol 2, page 32)
Hazrat umar (R.A), Hazrat Ali (R.A), Hazrat Abdullah Ibn-e-Masood (R.A), Hazrat Abdullah Ibn-e-Umar, Hazrat Ibn-e-Abbas (R.A), Hazrat Anas (R.A), Hazrat Ubai Ibn-e-ka'ab )(R.A) and KIBAAR Tabiein used to pray three rakaat of witr with one salam.; (Ref: Musanif Ibn-e-Abi Sheeba, vol 2, page 294. Tahawi, vol 1, page 202).
Abdullah Ibn-e-Abbas (R.A) said that salaat of witr is like the salaat of maghrib. that is three rakaat with one salam. (Ref: Mootah Imam Mohammad, page 146. Tahawi,vol 1, page 202).
Hafiz ibn e hajr Asqalani (R.A) says that apart from the abundance in narrations of witr, I do not know that if it came in any of the narrations that Prophet Mohammad (S.A.W) just prayed one rakaat of witr. (Ref: Al Talkhees-ul-Jabeer, vol 2, page 15).
Prophet Mohammad (S.A.W) forbade 'BUTAIRA'( that is forbade one from praying just one rakaat of witr) (Ref: Aela-as-Sunnan, vol 6, page 40).
Therefore Ibn-e-Hajr Asqalani (R.A) says that this Hadith of Saheeh Muslim is not clear that witr is only one rakaat in the last part of night. Therefore Ibn-e-Abbas (R.A) used to call 'Himaar' (donkey) to the one who used to pray one rakaat of witr. (Ref: Fath-ul Bari, vol2, page 385. Tahawi, vol 1, page 199)
To conclude, one who says haram to pray three rakaat of witr with one salam, is stubborn and illiterate of Hadith. to pray before this kind of person is Makrooh-e-Tehreemi and its mandatory to repeat that salaat. The authorize personel should either change this kind of imam or the imam should correct his believes that three rakaat of witr is not only permissible but is proved by Saheeh Ahadith.
